Tuition Grant Scheme

The Tuition Grant Scheme helps students with the costs of selected diploma or undergraduate studies in polytechnics, Institute of Technical Education, arts institutions, and autonomous universities in Singapore.

To be eligible, you must not have received tuition grant, subsidy, sponsorship, scholarship from the Singapore Government to obtain qualification levels that are:

  • Same as your course (for example, diploma holder applying for another diploma course)
  • Higher than your course (for example, university degree holder applying for a diploma course)

In addition, the grant amount (inclusive of GST) that you will receive depends on your citizenship and course of study.

There are 3 tiers of Tuition Grant (Tier A, Tier B and Tier C), with Tier A providing the highest level of tuition fee subsidy.

Bond obligation

Singapore Citizens do not need to serve a bond.
Tuition grant recipients who are Permanent Residents or international students must serve a 3-year bond after graduation. Learn more about serving the bond and applying for deferment.

Application process

1. Find sureties

You need to be ready with the details of your sureties as you submit the online application:

  1. UIN or FIN (if applicable)
  2. Passport or Foreign ID number
  3. Date of birth
  4. Postal address (local and/or overseas)
  5. Email address
  6. Contact numbers

A surety is a person who takes responsibility of your performance in fulfilling your Tuition Grant Agreement bond obligations.

You must nominate 2 sureties to sign the agreement with you. You and your sureties will be jointly liable to pay the liquidated damages if you fail to serve your 3-year bond.

If you do not have 2 sureties, you will not be able to sign the agreement and will have to pay full fees for your studies.

Your sureties:

  1. Must be between 21 and 65 years old
  2. Must not be an undischarged bankrupt
  3. Can be of any nationality


2. Submit online application

You do not need to apply for the Tuition Grant Scheme if you are a Singapore Citizen. This is only for Permanent Residents and international students.

3. Sign the Tuition Grant Agreement

Once you have completed the online application, your institution will inform you when and how to sign the Tuition Grant Agreement digitally. This will involve you and your sureties.

Your online application status on the TG&S portal will be updated to “Awarded” about 8 weeks after you have signed the agreement.

Liquidated damages

You need to pay for the liquidated damages if there are changes to your course status or if you decide to buy out your bond.
